1 SUPPLIES
Perhaps the money should strengthen, monitor, deliver the supplies, while eligible recipients receives vouchers for food, healthcare etc. NOTE food supplies are lifeline, and strengthening its supply chain is good for the long term.
Under the 2 weeks lockdown, households should first stock supplies for the 2 weeks, so they can remain completely indoors. Hopefully the lockdown works after that, WITHOUT EXTENSIONS, so business can resume as usual.
2 BUSINESS
During lockdown, businesses is put "on ice". With no salaries, rentals, loan repayments etc, but people can still eat with adequate food. The priority now is to extinguish COVID, then resume business. Ekonomi rancak apabila kedai dibuka semula, bukan semasa lockdown.
3 NO CASH AID
It could be misused for other purposes.

DAY 1
شهر رمضان الذي أنزل فيه القرآن هدى للناس وبينات من الهدى والفرقان
فمن شهد منكم الشهر فليصمه ومن كان مريضا أو على سفر فعدة من أيام أخر
يريد الله بكم اليسر ولا يريد بكم العسر
ولتكملوا العدة ولتكبروا الله على ما هداكم ولعلكم تشكرون
Ramadhan is the (month) in which was sent down the Quran, as a guide to mankind, and clear (signs) for guidance and judgment. So every one of you who is present (at his home) during that month should spend it in fasting. But if any one is ill, or on a journey, the prescribed period (should be made up) by days later.
Allah intends for you ease and does not intend for you hardship, and (wants) for you to complete the period, and to glorify Allah for that (to) which He has guided you. And perhaps you will be grateful.
Holy Quran 2:185
DAY 2
إن الذين قالوا ربنا الله ثم استقاموا تتنزل عليهم الملائكة
ألا تخافوا ولا تحزنوا وأبشروا بالجنة التي كنتم توعدون
نحن أولياؤكم في الحياة الدنيا وفي الآخرة ولكم فيها ما تشتهي أنفسكم ولكم فيها ما تدعون
نزلا من غفور رحيم
ومن أحسن قولا ممن دعا إلى اللّه وعمل صالحاً وقال إنني من المسلمين
ولا تستوي الحسنة ولا السيئة ادفع بالتي هي أحسن فإذا الذي بينك وبينه عداوة كأنه ولي حميم
وما يلقاها إلا الذين صبروا وما يلقاها إلا ذو حظ عظيم
وإما ينزغنك من الشيطان نزغ فاستعذ بالله إنه هو السميع العليم
Indeed, those who have said, "Our Lord is Allah " and then remained on a right course, the angels will descend upon them (saying), "Do not fear and do not grieve but receive good tidings of Paradise, which you were promised. We were your allies in worldly life and in the Hereafter. And you will have therein whatever your souls desire, and you will have therein whatever you request. As accommodation from a (Lord who is) Forgiving and Merciful."
And who is better in speech than one who invites to Allah and does righteousness and says, "Indeed, I am of the Muslims." And not equal are the good deed and the bad. Repel (evil) by that which is better, and thereupon the one whom between you and him is enmity (will become) as though he was a devoted friend. But none is granted it except those who are patient, and none is granted it except one having a great portion (of good).
And if there comes to you from Satan an evil suggestion, then seek refuge in Allah. Indeed, He is the Hearing, the Knowing.
Holy Quran 41:30-36
DAY 3
إلا من تاب وآمن وعمل عملا صالحا فأولئك يبدل الله سيئاتهم حسنات وكان الله غفورا رحيما
من تاب وعمل صالحا فإنه يتوب إلى الله متابا
والذين لا يشهدون الزور وإذا مروا باللغو مروا كراما
والذين إذا ذكروا بآيات ربهم لم يخروا عليها صما وعميانا
Except for those who repent, believe and do righteous work. For them Allah will replace their evil deeds with good. And ever is Allah Forgiving and Merciful. And he who repents and does righteousness does indeed turn to Allah with (accepted) repentance.
And those who do not testify to falsehood, and when they pass near ill speech, they pass by with dignity. And those who, when reminded of the verses of their Lord, do not fall upon them deaf and blind.
Holy Quran 25:70-73
DAY 4
وقضى ربك ألا تعبدوا إلا إياه وبالوالدين إحسانا
إما يبلغن عندك الكبر أحدهما أو كلاهما فلا تقل لهما أف
ولا تنهرهما وقل لهما قولا كريما
واخفض لهما جناح الذل من الرحمة وقل رب ارحمهما كما ربياني صغيرا
And your Lord has decreed that you not worship except Him, and to parents, good treatment. Whether one or both of them reach old age (while) with you, say not to them (so much as) "uff", and do not repel them but speak to them a noble word.
And lower to them the wing of humility out of mercy and say, "My Lord, have mercy upon them as they brought me up (when I was) small."
Holy Quran 17:23-24
DAY 5
ولقد آتينا لقمان الحكمة أن اشكر لله ومن يشكر فإنما يشكر لنفسه ومن كفر فإن الله غني حميد
وإذ قال لقمان لابنه وهو يعظه يا بني لا تشرك بالله إن الشرك لظلم عظيم
ووصينا الإنسان بوالديه حملته أمه وهنا على وهن وفصاله في عامين أن اشكر لي ولوالديك إلي المصير
وإن جاهداك على أن تشرك بي ما ليس لك به علم فلا تطعهما وصاحبهما في الدنيا معروفا
واتبع سبيل من أناب إلي ثم إلي مرجعكم فأنبئكم بما كنتم تعملون
يابني إنها إن تك مثقال حبة من خردل
فتكن في صخرة أو في السماوات أو في الأرض يأت بها الله إن الله لطيف خبير
يابني أقم الصلاة وأمر بالمعروف وانه عن المنكر واصبر على ما أصابك إن ذلك من عزم الأمور
ولا تصعر خدك للناس ولا تمش في الأرض مرحا إن الله لا يحب كل مختال فخور
واقصد في مشيك واغضض من صوتك إن أنكر الأصوات لصوت الحمير
And We had certainly given Luqman wisdom (and said), "Be grateful to Allah." And whoever is grateful is grateful for (the benefit of) himself. And whoever denies (His favor) then indeed, Allah is Free of need and Praiseworthy. And when Luqman said to his son while he was instructing him, "O my son, do not associate (anything) with Allah. Indeed, association (with him) is great injustice."
And We have enjoined upon man (care) for his parents. His mother carried him, (increasing her) in weakness upon weakness, and his weaning is in two years. Be grateful to Me and to your parents, to Me is the (final) destination. But if they endeavor to make you associate with Me that of which you have no knowledge do not obey, them but accompany them in (this) world with appropriate kindness, and follow the way of those who turn back to Me. Then to Me will be your return, and I will inform you about what you used to do.
(And Luqman said), "O my son, indeed if wrong should be the weight of a mustard seed and should be within a rock or in the heavens or in the earth, Allah will bring it forth. Indeed, Allah is Subtle and Acquainted. O my son, establish prayer, enjoin what is right, forbid what is wrong, and be patient over what befalls you. Indeed, (all) that is of the matters (requiring) determination. And do not turn your cheek (in contempt) toward people and do not walk through the earth exultantly. Indeed, Allah does not like everyone self-deluded and boastful. And be moderate in your pace and lower your voice; indeed, the most disagreeable of sounds is the voice of donkeys."
Holy Quran 31:12-19
DAY 6
والتين والزيتون وطور سينين وهذا البلد الأمين
لقد خلقنا الإنسان في أحسن تقويم ثم رددناه أسفل سافلين
إلا الذين آمنوا وعملوا الصالحات فلهم أجر غير ممنون
فما يكذبك بعد بالدين أليس الله بأحكم الحاكمين
By the fig and the olive, and (by) Mount Sinai, and (by) this secure city (Makkah). We have certainly created man in the best of stature, then We return him to the lowest of the low. Except for those who believe and do righteous deeds, for they will have a reward uninterrupted. Then what causes you to deny the Recompense, is not Allah the Best of judges.
Holy Quran 95
DAY 7
الأخلاء يومئذ بعضهم لبعض عدو إلا المتقين
يا عباد لا خوف عليكم اليوم ولا أنتم تحزنون
الذين آمنوا بآياتنا وكانوا مسلمين
ادخلوا الجنة أنتم وأزواجكم تحبرون
يطاف عليهم بصحاف من ذهب وأكواب
وفيها ما تشتهيه الأنفس وتلذ الأعين وأنتم فيها خالدون
وتلك الجنة التي أورثتموها بما كنتم تعملون
Close friends that Day, will be enemies to each other, except for the righteous. O My servants, no fear will there be concerning you this Day, nor will you grieve. Who believed in Our verses and were Muslims. Enter Paradise, you and your kinds, delighted.
Circulated among them will be plates and vessels of gold. And therein is whatever the souls desire and (what) delights the eyes, and you will abide therein eternally. And that is Paradise which you are made to inherit for what you used to do.
Holy Quran 43:67-72
DAY 8
ألم تر أن الله أنزل من السماء ماء فأخرجنا به ثمرات مختلفا ألوانها
ومن الجبال جدد بيض وحمر مختلف ألوانها وغرابيب سود
ومن الناس والدواب والأنعام مختلف ألوانه كذلك
إنما يخشى الله من عباده العلماء إن الله عزيز غفور
إن الذين يتلون كتاب الله وأقاموا الصلاة
وأنفقوا مما رزقناهم سرا وعلانية يرجون تجارة لن تبور
ليوفيهم أجورهم ويزيدهم من فضله إنه غفور شكور
والذي أوحينا إليك من الكتاب هو الحق مصدقا لما بين يديه إن الله بعباده لخبير بصير
ثم أورثنا الكتاب الذين اصطفينا من عبادنا فمنهم ظالم لنفسه ومنهم مقتصد
ومنهم سابق بالخيرات بإذن الله ذلك هو الفضل الكبير
جنات عدن يدخلونها يحلون فيها من أساور من ذهب ولؤلؤا ولباسهم فيها حرير
وقالوا الحمد لله الذي أذهب عنا الحزن ۖ إن ربنا لغفور شكور
الذي أحلنا دار المقامة من فضله لا يمسنا فيها نصب ولا يمسنا فيها لغوب
Do you not see that Allah sends down rain from the sky, and We produce thereby fruits of varying colors? And in the mountains are tracts, white and red of varying shades and (some) extremely black. And among people and moving creatures and grazing livestock are various colors similarly. Verily those who fear Allah from among His servants, those who have knowledge. Indeed, Allah is Exalted in Might and Forgiving.
Indeed, those who recite the Book of Allah and establish prayer and spend (in His cause) out of what We have provided them, secretly and publicly, expect a profit that will never perish. That He may give them in full their rewards and increase for them of His bounty. Indeed, He is Forgiving and Appreciative.
And that which We have revealed to you of the Book is the truth, confirming what was before it. Indeed, Allah is Acquainted and Seeing of His servants. Then we caused to inherit the Book those We have chosen of Our servants, and among them is he who wrongs himself, and among them is he who is moderate, and among them is he who is foremost in good deeds by permission of Allah. That is what is the great bounty.
(For them are) gardens of perpetual residence which they will enter. They will be adorned therein with bracelets of gold and pearls, and their garments therein will be silk. And they will say, "Praise to Allah, who has removed from us sorrow. Indeed, our Lord is Forgiving and Appreciative. He who has settled us in the home of eternity out of His bounty. There touches us not in it any fatigue, and there touches us not in it weariness."
Holy Quran 35:27-35
